An individual who has a legal issue with merit must pass a MEANS TEST in order to qualify for free legal help in the State of Illinois.
The means test will determine if a person has a low income or if the maximum monthly income income is currently below the national average for the number of people in the household or maybe no income at all that would allow to receive legal assistance for free by an attorney referred by the law society of the state.
If you are charged with a crime and cannot afford an attorney, the U.S. constitution guarantees free legal help in these cases. The court will appoint a private attorney or a public defender paid with funds from the county.
There are also pro bono and legal aid programs that provide free legal help for the poor in civil (non-criminal) situations.
